TTSA S.A. signed a Memorandum of Understanding with the Fund for Development and Reconstruction of Libya (FDRL)

TTSA is pleased to announce the signing of a Memorandum of Understanding with the Fund for Development and Reconstruction of Libya (“FDRL”), headquartered in Benghazi, Libya.

The FDRL is mandated to implement development and reconstruction programmes and to promote collaboration with international institutions on strategic infrastructure initiatives.

In recognition of the strategic need for sovereign international connectivity in Eastern Libya, TTSA and the FDRL have expressed their mutual intention to cooperate on the design, development, financing support, construction and delivery of the HeLios Subsea Project, connecting Eastern Libya to Crete.

The parties will additionally explore other areas of cooperation, including the development of routes enabling Eastern Libya to interconnect with Athens and other major European digital hubs; the design of secure telecommunication solutions for the public sector in Eastern Libya as well as cybersecurity, data protection and hyperscaler access.

The Memorandum of Understanding between TTSA and the FDRL underscores a shared strategic vision to advance Libya’s international connectivity and to position Greece as a natural hub connecting Libya with Europe’s digital infrastructure.
