Project Overview
HELIOS 2 is a strategic subsea cable project designed to connect Libya directly to Crete and onward to the European digital backbone — positioning Libya as the primary digital gateway for North Africa.
The project is anchored by TTSA’s MOU signed with the Fund for Development and Reconstruction of Libya (FDRL) in January 2026, establishing a framework for collaboration on sovereign digital infrastructure development.

Strategic Rationale
North Africa represents one of the fastest-growing digital markets globally. HELIOS 2 positions TTSA and its partners at the centre of a transformational infrastructure opportunity — delivering sovereign connectivity to Libya while creating a new anchor point for European-African digital corridors.
MOU — FDRL
On January 20, 2026, TTSA formalised collaboration with the Fund for Development and Reconstruction of Libya (FDRL) through a signed Memorandum of Understanding — covering sovereign digital infrastructure across North Africa. This agreement provides the foundation for HELIOS 2’s development and financing structure.
